How Microsoft Copilot decides which businesses to recommend

Copilot runs on Bing. That one fact makes it the most straightforward AI engine to earn a place in, and the one almost nobody is competing for. If you only have an afternoon, spend it here.

Updated July 19, 2026   We keep this page current as Microsoft Copilot changes.

The short version

If you only read one box

Copilot breaks your question into grounding queries, sends them to the Bing index, and summarizes the top pages it finds. If you are not in Bing, you cannot be cited. It is that direct.

  • Claim Bing Places for Business. It is free, takes under an hour, and it is the deciding factor for local answers.
  • Keep Bingbot allowed. One crawler serves both Bing search and Copilot. Block it and you lose both.
  • This is the least competitive engine. Fewer businesses optimize for Bing, so results come faster here than anywhere else.

How Copilot answers a question

Answer firstCopilot takes your question, decomposes it into several grounding queries, sends those to the Bing index, retrieves the top-ranking pages, and writes a cited answer from them. Bing ranking is therefore the entry ticket.

Copilot is the rebrand of what used to be Bing Chat, and the same engine sits behind the consumer Copilot app, Bing's AI summaries, and Copilot inside Edge, Windows, and Microsoft 365. They share the Bing backbone, which means one piece of work covers all of them.

The corollary is blunt and worth internalizing: if a page is not indexed and ranking in Bing, Copilot has no way to cite it. There is no separate AI index to get into, and no clever prompt-level trick. Bing visibility is Copilot visibility.

Bing Places is the whole local game

Answer firstCopilot pulls local business facts from Bing Places for Business. An unclaimed or half-finished listing makes you effectively invisible in Copilot's local answers, no matter how good your website is.

Most small businesses claimed their Google Business Profile years ago and never gave Bing a thought. That gap is precisely the opportunity. Microsoft explicitly advises local businesses to register with Bing Places in order to remain eligible for inclusion in AI-generated responses. This is not inference from a study, it is Microsoft telling you what to do.

The leverage is unusually good, because one verified Bing Places listing feeds Bing Search, Bing Maps, Yahoo, Windows Search, Edge, and Copilot. A single free task, correctly done once, propagates across all of them.

Do this first: claim the listing, then fill it completely. Correct categories, full service list, hours, service area, photos, and a description that names what you do and where. Then keep it current, because stale hours and outdated services are what make an engine hedge.

The one crawler you must allow

Answer firstBingbot is the single crawler behind both Bing search and Copilot's grounding. There is no separate AI bot to manage. Block Bingbot and you disappear from both at once.

You may see advice about using NOARCHIVE or NOCACHE directives for finer control over AI grounding specifically. That guidance is third-party reported rather than confirmed in Microsoft's own documentation, so treat it as unverified and do not rely on it. The dependable rule is the simple one: keep Bingbot allowed.

Why this is the easiest AI win available

Answer firstBing's search share is small, but Copilot reaches around 100 million daily users through Windows, Edge, and Microsoft 365, and Bing's local competition is far thinner than Google's. Small businesses can rank here that would struggle on Google.

This is the contrarian point most owners have never heard. Yes, Bing's global search share is roughly 4%, higher on US desktop. People stop listening at that number. But Copilot is distributed by default across Windows and Edge and Microsoft 365, which puts it in front of an enormous professional audience every day, and those users are asking it for recommendations.

Meanwhile, because everyone else optimizes for Google, Bing's local results are markedly less contested. The same effort that moves you barely at all on Google can move you meaningfully here. Add IndexNow, which can get your updates crawled in under two hours, and you have the rare combination of low competition and fast feedback.

How to show up

Answer firstClaim and complete Bing Places, verify Bing is indexing your site in Bing Webmaster Tools, publish answer-first service pages, and use IndexNow so changes register quickly.
  • Claim Bing Places for Business. Free, fast, and the single biggest factor for local answers. Start here.
  • Sign up for Bing Webmaster Tools. Confirm your pages are indexed, then use the AI Performance report to see which pages Copilot actually cites.
  • Submit your sitemap and enable IndexNow. Updates can be picked up in under two hours instead of waiting on a crawl cycle.
  • Write answer-first service pages. Copilot summarizes top-ranking pages, so lead with the direct answer and state the specifics plainly.
  • State discrete, checkable facts. Services, prices or ranges, area served, hours, credentials. Microsoft has said its index is moving toward supporting answers, which makes verifiable facts the unit of value.
  • Keep your details identical across Bing Places, Google, and your site. Consistency is what lets any engine be confident.

What is changing in 2026

Microsoft has been unusually transparent this year, which is good news for anyone trying to measure results. Bing Webmaster Tools launched an AI Performance report, showing citations, which of your pages get cited, and the grounding queries behind them. No other engine gives small businesses that level of feedback.

More telling, in May 2026 Microsoft described shifting the purpose of its index from ranking pages to supporting answers, with discrete verifiable facts becoming the unit of value. That is the whole thesis of this site stated by a search engine: the job is no longer to win a link slot, it is to supply facts an answer can be built from. Copilot has also begun letting users select different underlying models, which may change the texture of answers over time.

Frequently asked

How do I show up in Microsoft Copilot?

Get indexed and ranking in Bing, and claim your Bing Places for Business listing. Copilot builds its answers by sending grounding queries to the Bing index and summarizing the top pages it finds, so if a page is not in Bing, Copilot cannot cite it. For local questions, an incomplete or unclaimed Bing Places listing is the single most common reason a business is missing.

Do I really need Bing Places for Business?

Yes, if you want to appear in Copilot's local answers. Microsoft tells local businesses directly to register with Bing Places to stay eligible for inclusion in AI-generated responses. One verified listing also feeds Bing Search, Bing Maps, Yahoo, Windows Search, Edge, and Copilot, so it is a single free task with unusually wide reach.

Is Bing worth the effort with such a small market share?

Yes, and it is usually the best first move. Bing's search share is small, but Copilot reaches roughly 100 million daily users through Windows, Edge, and Microsoft 365, and Bing's local algorithm is far less competitive than Google's, which favors smaller businesses. You typically get results faster here than anywhere else.

How fast can Bing pick up changes to my site?

Very fast compared with the alternatives. Using IndexNow, updates can be crawled in under two hours, and Bing Webmaster Tools now includes an AI Performance report showing which of your pages are being cited and which grounding queries triggered them. That feedback loop is the quickest way to see whether a change worked.
